Minimum Experience/Education

Bachelor’s Degree in the Engineering discipline related to the area of assignment; or and equivalent combination of training and experience.
Some positions may require licensure by the North Carolina Board of Examiners for Engineers and Surveyors. All degrees must be received from appropriately accredited institutions.

Preferred Years Experience, Skills, Training, Education

At least three years of progressive experience in contract and project management.

Ability to communicate (written and oral) in a clear, complex, concise, organized and technical and persuasive manner with contractors, Physical Plant, University administrators and other personnel.

Understanding of civil, mechanical, electrical, structural engineering and architectural principles and practices of field construction.

Knowledge of the principles, practices and theories of construction management, architectural engineering, electrical supply/distribution and heating, ventilation and air conditioning.

Working knowledge of materials, project management of codes, laws and ordinances pertaining to the renovation of buildings and other facilities.

Ability to design and/or review the design of outside consultants and to read and interpret all related plans and specifications.

Experience in estimating costs, monitoring and managing construction projects.

Trained and experienced in project scheduling; OSHA (safety, asbestos, rigging, material handling and interaction management).

Experience in inspecting buildings, structures, facilities, environment for contract agreements, standards, codes and specifications.

Required License or Certification

Position Overview

Primary Purpose of Position

The successful candidate will be responsible for project management oversight that supports the University’s Capital Improvement Program. Project management may include project oversight data/scheduling, reporting and analysis; management of project design and construction process implementation; project budget management; electronic/paper plans and specifications management; communication and coordination with internal and external customers; working with oversight and regulatory agencies; project budget and operating cost estimating; developing detailed project justification plans and specifications; teaming with co-workers and campus community.

Primary Function of Organizational Unit

The Office of Design and Construction provides planning, design construction and financial management of the University’s Capital Improvement Program. The office oversees designer selection, creation of plans and specifications, review and approval of schematic design, design development and construction documents, bids and contract awards, selection of contractors, recruitment and implementation of initiatives that expand utilization of historically underutilized business (HUB), renovation and new construction activities, coordination of moves, integration of systems (information technology, security, energy controls, sustainable measures) into facilities. The office prepares and submits facility and financial justification detail reports for requesting new and renovation projects to the State legislature through the appropriate state agencies; implement technology to improve project delivery efficiency; develops and executes cost effective solutions to ensure the University’s mission is executed.

Work Hours 8am-5pm M-F; presence may be required for projects in effect on weekends and holidays.

Required Competency Program/Project Management
Duties

Provides project management oversight that includes overseeing plans and specification development, project schedule, minority contract utilization, weekly/monthly/annual reports, state construction updates.
Organizes project resources, defines customer requirements: develops project scopes that include the generation of work plans, cost estimates, operating estimates; schedules, plans and specifications; approval of documents.
Implements project plans that consist of generation of procurement specifications, coordination of shop and contract resources; monitors and controls projects within the approval constraints; safety inspection, completion of punch list items and documentation of closeout satisfactory to University, State and Federal requirements and guidelines.
Visits projects frequently and determines University, State and Federal requirements are being adhered too and efficient productive work is being accomplished; determines that the necessary safety precautions are being followed.
Provide technical reports for University and affiliated reporting agencies.
Participate in bid openings and supervise selection of licensed/registered contractors.
Consults regularly with Facilities, Physical Plant administrators, and Campus departments regarding the status of current project initiatives; obtains executive guidance and approval as required to advance initiatives.
Exercises a degree of integrity and independence while working with contractors and other public entities to complete projects.

Required Competency Engineering Review, Decision Making & Analysis
Duties

Updates, reviews and analyzes Capital Improvement reports, schedules, data, scope, estimates, award letter documents and requests to determine compliance and completeness.
Provides project update reports, schedules, data, requests. Analyzes data and schedules for trends, conflicts, and inaccuracies.
Communicates status, requirements, and recommendation to supervisor, team, external partners and internal customers.
Provides supervisor with summary reports in support of the University’s Capital Improvements Plan.
Reviews plans and specifications for completeness as it relates to University requirements, funding and awarding agencies criteria.
Keeps abreast of building codes, state construction and University system rules and policies and make recommendations and decisions that correspond to acceptable practices.

Duties

Communicates project via written/verbal reporting, and electronic communication to supervisor, staff and project team; communicates project status through reports, schedules, and data.
Provides updates as required.
Provides supervisor with summary reports in support of the University’s Capital Improvement Plan.
