Position Overview

Primary Purpose of Position

This position will assist in the implementation the EFNEP (Expanded Food and Nutrition Education Program) and SNAP-Ed (Supplemental Nutrition Assistance Education Program) on a local level by providing direct and indirect nutrition education to limited resource families, youth and adults with parenting responsibilities. Assists with delivery of programs through partnerships with community based organizations, schools, etc. and administers pre-/post-tests and evaluations to provide input for routine outcome reporting. The vision for the program is to empower participants to improve behaviors related to nutrition, food safety, food resource management, food security and physical activity in accordance with current Dietary Guidelines for Americans and the USDA food guidance. Tasks also providing knowledgeable and focused customer service, marketing, event scheduling and expense reporting. Renewal of the position is contingent on the availability of funds. This position is in Martin County.

Primary Function of Organizational Unit

The Cooperative Extension Program at North Carolina Agricultural and Technical State University is an educational outreach organization within the College of Agriculture and Environmental Sciences. Cooperative Extension at A&T provides researched-based educational information, programming and technical assistance to limited-resource audiences that address a diverse range of issues in four programmatic areas – Agriculture and Natural Resources, Family and Consumer Sciences, Community and Rural Development, and 4-H Youth Development. Together with its partners – North Carolina State University Cooperative Extension Service, U.S. Department of Agriculture, state and county governments, a dynamic and resourceful system is formed. In addition to campus operations, The Cooperative Extension Program has professionally staffed offices in almost half of the 100 counties in North Carolina and the Eastern Band of Cherokee Indians.

EFNEP’s mission is to improve the health of limited resource youth and families with young children through practical lessons on: basic nutrition and healthy lifestyles, resource management and food safety. The program focuses on helping families and youth improve behaviors in the following areas: Dietary Intake as recommended by the Dietary Guidelines and MyPlate, Food Resource Management skills and practices, Nutrition Practices and Food Safety practices. Participants increase their ability to select and buy food that meets the nutritional needs of their families and gain new skills in food preparation, food storage, and food safety. They learn to better manage their food budgets – including the use of Electronic Benefits Transfer (EBT), Food Instruments and Cash Value Vouchers. Additionally, in collaboration with many organizations through the Eat Smart and Move More initiative, NC EFNEP aims to reduce the rising tide of obesity by teaching youth and families’ practical skills resulting in changed behaviors that help them to eat smart, move more and achieve a healthy weight.

Work Hours 8am-5pm- Monday through Friday. Hours may vary based on assignments and deadlines.

Required Competency Knowledge - Program
Duties

Applies knowledge of EFNEP’s and Snap-Ed’s mission and services to provide education on the principles of nutrition and diet, food safety, and physical activity to eligible participants.

Uses in-depth understanding of EFNEP and Snap-Ed’s goals and policies to recruit and enroll youth, adults and seniors in the program, involve community volunteers in leadership roles, market the program to target audiences, collaborate with extension staff and local agencies, assist with the securing of program resources, and submit required reports.

Coordinates opportunities for limited resource school-age youth, adults and seniors to incorporate more movement and activity into a weekly schedule, and be involved in hands-on food preparation.

Works along with the 4-H Agent and Family and Consumer Science Agent to meet the needs of the county as identified by the local advisory council.

Assists Agents with special and recurring projects, promotional events and related marketing efforts.

Serves as a program liaison for the Agent or as a representative for the program as requested.

Assists in lesson plan development using resources provided by agents and associates.

Creates additional materials as approved by the EFNEP and Snap-Ed Coordinator, Family and Consumer Science Agent and/or 4-H Agent.

Assists in delivering curricula through regular group activities and collecting required data from participating youth and volunteers.

Attends trainings and meetings as designated by County Extension Director, EFNEP and Snap-Ed coordinator, and/or state staff.

Utilizes knowledge of federal, state and local policies and procedures and maintains participant confidentiality.

Required Competency Verbal Communication
Duties

Teaches the Snap-Ed and EFNEP Program curriculum to limited resource youth and their families.

Responds to inquiries from the general public by telephone, e-mail and in person, regarding programs, related program services and upcoming events.

Welcomes and registers participants via email or hardcopy, collecting fees and processing accurately.

Supports events to include workshops, conferences, production meetings, field days, classes, achievement programs and advisory committee meetings.

Coordinates with county Extension staff to provide participants with additional educational opportunities.

Coordinates with collaborating agencies to provide opportunities to teach on-site, in group settings and to access additional program resources.

Supports and interacts with county advisory groups in programming for the target audience.

Informs 4-H Agent of group formation and volunteer involvement.

Recruits and trains volunteers in the day-to-day program delivery to extend the ability to reach eligible participants.

Receives telephone calls and visitors; gives out detailed information regarding program activities; refers caller to appropriate program area or personnel.

Supports and interacts with county advisory groups in programming for the target audience.

Duties

Searches for research-based information relative to assignments or programs using online reference libraries, internet searches, office files and reference manuals.

Researches, collects, and integrates data from various sources, including the development and writing of reports.

Duties

Maintains calendar, meeting schedules and makes travel arrangements as needed.

Compiles and summarizes data from well-established sources; prepares and completes a variety of monthly, quarterly and annual reports.

Reviews and verifies records and reports to insure required information is complete and accurate.

Coordinates the logistics of program or training events including room or facility requirements and set up.

Coordinates obtaining information for monthly bulletins, holiday flyers and other distribution outlets.

May participate in preparation of annual budget development and submission by organizing collection of information, assisting agents with computer input, briefing to management, and subsequent revisions.

Duties

Utilizes computerized equipment and various word processing, spreadsheet, and/or file maintenance programs to enter, store and retrieve information as requested or otherwise required.

Types materials from typed or handwritten copy using a variety of complicated formats for preparing correspondence, reports and manuscripts, with responsibility for accuracy of spelling, punctuation, format and grammar.

Performs specialized marketing work in creating newsletters, maintaining websites and social media pages.

Sends public service announcements using a variety of media regarding upcoming classes.

Maintains a program library of marketing collateral lateral.
